Job Description

Job Description - Monitoring, Evaluation, Accountability and Learning (MEAL) Officer

Period of Employment :  Initially 4 months [September to December of 2020]. Thereafter, it will be subject to the extension of the project period.
Direct Reports to : Project Coordinator
Reporting to this post : NA
Duty Station : Dhulikhel Office (Field 30%)

Overall Responsibilities:

  • Designing, implementing, and operating MEAL systems in the project and organization
  • Develop the criteria and process facilitation and lead for project’s indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans
  • Develop data collection, analysis and presentation techniques and tools, and administering as per plan
  • Facilitate planning and conducting surveys, monitoring, progress review and internal evaluation
  • Facilitate to use ICT for virtual/distance meeting, reporting and learning sharing
  • Prepare data report and support to the Project Coordinator, Technical Lead and other Team member for developing and finalizing reports and required documentation
  • Lead in scheduling, implementing, documentation and reporting plan, and execute accordingly

Major Roles and Responsibilities

  • Develop and implement a MEAL system in overall – particularly for the project
  • Prepare framework of theory of change of the project, and orient the project team and support to achieve different level of result-indicators
  • Develop/ adopt an integrated database of overall project and a specific sections – program, Admin/HR and Finance.
  • Ensure accountability through regular data updates, data integrity and working in collaboration with the project team.
  • Work with Project Coordinator, Technical Lead, Civil Engineers, Admin and HR Officer, Finance Officer, Senior/Social Mobilizer(s) to ensure the collection of relevant and appropriate data needed for an effective MEAL system
  • Provide suggestions based the data and evidences to the project team and organization’s management for monitoring strengths, weaknesses and gaps in existing project and reporting to the CRS Nepal and stakeholders
  • Define practical methods and data collection techniques for conducting need assessment, project monitoring, review and evaluation, and develop effective tools in the consultation with Executive Director, Project Coordinator, Technical Lead and other field project team-members.
  • Lead data/information collection from different sources and then processing, analysis, prepare data report and provide to the team members as relevancy
  • Review upgrade existing data collection tools and techniques, make changes if needed
  • Facilitate orientations to the project team and organization’s other staffs for enchanting their capacity in PME, Data management and dissemination and improving MEAL system
  • Work closely with the Project Coordinator, Technical Lead and other Officers
  • Plan and facilitate review, learning-sharing and feedback session
  • Schedule and implement M&E plans in consultation with Project Coordinator and other team members – for regular and casual field monitoring of the SJASK’s Board/M&E Sub- committee and jointly with stakeholders
  • Carry out data quality assessments/ audits regularly for MEAL data based on agreed indicators
  • Provide alert to the respective project officers based on the evidences/data for necessary actions to take for trouble shooting, improvement and ensuring benefits to the final beneficiaries
  • Support to develop and finalize plan and report in monthly, quarter, biannual and final reports for internal purpose and submitting to the CRS Nepal
  • Ensure that cross cutting issues such as participation, gender, age and disability are effectively addressed/ mainstreamed in all project implementations as part of ensuring accountability
  • Coordinate with SJASK’s other projects’ team and CRS Nepal’s MEAL team
  • Assist to the Admin and HR Officer in the development of TOR for external surveys and consultant procurement
  • Coordinate the review all survey reports prepared to ensure quality and accurate reporting
  • Build capacity of the project team and SJASK’s other projects’ teams through orientation to ensure adoption and proper use of new data tools, mobile apps, software program and quality maintain

  • Education : Bachelor
  • Experience : 3 years
  • Professional Skill : Evaluation, Communication, Interpersonal, Problem Solving
  • Specification Detail
    • Bachelor in Statistics, Economics, Management, Development, social sciences or similar discipline
    • Minimum 3 years’ experience in the similar position preferably in reconstruction or development projects

    Professional Skills Required:

    • Designing, implementing, and operating M&E systems
    • Indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans
    • Knowledge of the major evaluation methodologies (qualitative, quantitative, mixed method, and impact) and data collection, analysis and presentation techniques and tools
    • Experience in planning and managing surveys, developing and refining data collection tools, and with data quality assessments and oversight
    • Proficient on ICT utilization, report-writing, writing and oral communication both in English and Nepali language
    • Facilitation, knowledge management and promotion
    • Computer proficiency including data collection mobile apps and data analysis software/programming
    • Facilitation, Interpersonal, coordination and communication skills

    Other Specializations:

    • Knowledge and skills of GESI mainstreaming through MEAL system
    • Experience of MEAL officer in reconstruction project will be an asset
