Job Description - Program Manager Nepal Country Office

Location: Kathmandu, Nepal

Hours: full-time

Reports to: Country Representative GSIF Nepal

Salary (RAL): Commensurate with qualifications and experience

Travel: frequent internal travel

Job purpose:

According to Values and Mission of GSIF, the Program Manager contributes to maximizing the effectiveness and social impact of GSIF by:

  • Overseeing the implementation and expansion of GSIF programs in the Country, contributing actively to long-term sustainability, including the strengthening of the quality of the programs
  • Ensuring appropriate support in developing local strategies and implementing result-oriented programs and projects
  • Working in partnership and co-responsibility with other Good Shepherd mission partners for the effectiveness and sustainability of programs and projects

Key Result areas and activities/responsibilities:

Successful implementation, adequate monitoring, evaluation, and growth assessment of the GSIF strategic plan along with the Country Representative (CR)

Activities:

Provide inputs to the CR and GSIF Regional/HQ functions for the development, monitoring, and implementation of the Nepal Strategic and Financial Plans, coherent with GSIF global strategy, including the following elements:

  • A needs assessment (communities, staff, beneficiaries) and context analysis
  • A Logical Framework or Theory of Change, identifying priorities for ministries based on the needs of the communities and people served
  • A Monitoring and Evaluation Framework
  • A Strategic Financial Plan
  • In collaboration with the CR, coordinating with local partners in addressing the strategic issues of the country/region
  • Collaborating closely with the CR for the overall activities of GSIF Nepal having a clear focus on the programs
  • Supporting the CR in identifying and selecting local implementing partner/s in new target districts, to be submitted and approved by GSIF Rome.

Implementation of the Project Management Cycle processes by coordinating with all the GSIF Nepal and HQ organizational functions and stakeholders involved are ensured.

  • Ensuring adherence of the Programs to the Country Strategic and Financial Plan
  • Ensuring the preparation and the submission of Project Proposals by using the theory of change /participatory approach, based on the priorities and contents of the Strategic and Financial Plan and according to the eligibility requirements of the donors, by coordinating with the CR and – Local Partners
  • Supporting and complementing the local partners in grants writing and applications submission
  • Developing and monitoring the grant agreements and sub-agreements for project partners
  • Writing timely narrative and financial reporting according to the donors’ requirements and to GSIF requirements
  • Coordinating with the documentation and reporting procedures/systems, including finance and administration departments and determines progress and issues to ensure that the program operation and activities adhere to legal and internal policies of the organization, GSIF head office, and international standards
  • Organizing meetings and discussions with the CR, GISF Head Ofice and keeping them informed with detailed and accurate reports or presentations and communicates the decisions and feedbacks from them to the key staf of the organization and partners
  • Work closely and provide inputs to GSIF Nepal Finance staff ensuring updates of the FAMAS software in alignment to the PCM of the Projects/Programs.

Monitoring & Evaluation tools created for the organization and GSIF programs are effective, cost-efficient, and of the highest quality.

  • Devising/developing M&E strategies and tools to monitor the program performance, in accordance with GSIF global M&E framework
  • Ensures the integration of project data/results in the GSIF M&E Framework of the Program and/or the local Strategic Plan to indicate/solicit corrective actions/evaluations/reprogramming;

Cultivation of effective networking relationships with partners and other relevant stakeholders are ensured.

  • Exchanges information with like-minded NGOs and external implementing partners
  • Performs periodical calls with trainers and consultants
  • Support the CR in maintaining an effective relationship with government bodies, international and national NGOs, public authorities and local level, current and potential sponsors and donors
  • Represents GSIF Nepal at meetings with partners and, where needed, at international conferences/events/media interviews
  • Ensure the implementation of a national advocacy plan for GSIF Nepal in coordination with implementing partners
  • Liaising with Justice & Peace Commission to coordinate advocacy statements and implementation at the national level and feed these to the Good Shepherd International Justice & Peace offices in New York, Vienna and Geneva (UPR report, CEDAW reports, etc)

Full compliance with the local legislation and the international regulation and standards are maintained with the support of the CR

  • Ensuring that all the policies related to the organization, program, children, and women are in place and are adhered to by all the persons associated with the organization.

Job Specification - Program Manager Nepal Country Office

  • Experience : 5 years
  • Professional Skill : writing project and reports, managing and monitoring program budget, MS office, videoconferencing
  • Specification Detail
    • 5+ years of experience and understanding of the NGO sector in Nepal
    • Experience in writing project proposals and reports, and managing and monitoring a program budget
    • Knowledge of project cycle management
    • Proven project management skills with experience managing multiple projects
    • Experience in data processing (Microsoft Word), spreadsheet (Microsoft Excel), E-mail, and Internet browser software
    • Strong English skills (spoken and written) and fluency in Nepali required
    • IT skills to manage office and remote teams (MS office, videoconferencing).

    Advantages:
