Job Description - Finance Officer
Period of Employment : Initially 4 months [September to December of 2020]. Thereafter, it will be subject to the extension of the project period.
Direct Reports to : Project Coordinator
Reporting to this post : Logistics and Finance Assistant
Duty Station : Dhulikhel Office (Field 15% up on need)
Overall Responsibilities:
- Ensure overall financial management, accounting, record-keeping, financial reporting
- Lead budget planning/estimation and ensuring fulfillment of relevant compliance of the partnership
Major Roles and Responsibilities
- Lead/involve in feasibility survey, detail design, cost estimation, detailed drawings and other relevant technical works for private housing re/construction and WASH schemes
- Drafting DPRs of the WASH schemes, DIPs of field level construction activities and other relevant documents
- Conduct need assessment and resource/budget estimation for top-up support in private housing construction for target households
- Ensure quality, conduct field monitoring and technical verification of the technical works and construction works
- Mentor, coach, monitor and supervise the Sub-Engineers, Sub-Overseers and Craft-men
- Coordination within the project team within a Palika team, inter-palika team
- Coordinate with Social Mobilizers, field teams of SJASK’s other projects and other NGOs, and local level stakeholders
- Support to Project Coordinator and Technical Lead in project planning, target setting, implementation and reporting of the project particularly technical aspects
- Conduct capacity building training for Sub-Engineers, Sub-Overseers and Craft-men, masons and Community WASH User Groups
- Ensure effective mobilization of Sub-Engineers, Sub-Overseers, Craft-men and Masons at field level.
