Job Description - Project Director

REPORTS TO:  Country Representative, Nepal

Project Description:

FHI 360 is seeking a highly qualified and dynamic Nepali citizen for the position of Project Director to lead the Second Fleming Fund Country Grant for Nepal (CG2) to support surveillance of antimicrobial-resistant bacteria in Nepal. The grant is funded by the UK Department of Health and Social Care (DHSC), under its Fleming Fund Grants Programme, and managed by Mott MacDonald, the Management Agent. This Grant for Nepal will focus on sustaining earlier investments made under the First Fleming Fund Country Grant for Nepal (CG1), strengthening surveillance systems for antimicrobial resistance (AMR), antimicrobial use (AMU), and antimicrobial consumption (AMC) in the human, animal health, environment and food safety sectors through a One Health (OH) approach. This grant will align with the national AMR priorities, policy framework and with the investments made by Government of Nepal (GoN), other donors and stakeholders in this area. This position is subject to successful award of CG2 to FHI 360.

Job Summary / Responsibilities:

The Project Director , CG2 will be responsible for leading, planning, implementation, and monitoring of AMR/AMU resistance surveillance system and capacity strengthening activities; identifying gaps in capacity for AMR; and improving policies, strategies, plans and systems for AMR/AMU. The position is responsible to collaborate and coordinate with other team members/technical specialists, Government counterparts, AMR Containment Multisectoral Steering Committee (AMRCSC), National Technical Working Committee (NTWC), stakeholders, and donors, and bring innovative ideas, methodologies and approaches to problems and responses associated with AMR in the global and national setting.

Key Responsibilities

  • Lead development, planning, implementing and monitoring of programme activities to ensure they are delivered on time and in line with donor and the Fund Management Agent requirements
  • Serve as contact person for FHI 360 Nepal country office management, AMRCSC, NTWC, the Fund Management Agent and other government and non-governmental stakeholders relating to CG2 with the donor
  • Work closely with the AMRCSC, NTWC, Ministry of Health and Population (MoHP), Ministry of Agriculture and Livestock Development (MOALD), National Public Health Laboratory (NPHL), and Central Veterinary Laboratory (CVL) for AMR surveillance-related activities 
  • Oversee and be accountable for programme activities, budget, and finances and administration
  • Lead development of periodic work plans, monitoring plans and progress reports for timely submission and approval. Ensure programmes activities are implemented and targets and deliverables are met in line with grant requirements
  • Provide technical assistance to AMRCSC, NTWC including participation and facilitation of the meeting, and sharing finding and recommendations from the surveillance sites
  • Ensure technical assistance is provided to prepare and submit AMR/AMU-related data and report per the national, regional and global standard and requirements
  • Ensure technical assistance is provided to support the formulation evidence-based recommendations for further AMR/AMU surveillance and AMU-related policies, strategies and plans
  • Ensure planning, implementing, monitoring activities for strengthening AMR/AMU surveillance in human, animals, the environment, and food safety as outlined in the project work plan
  • Lead, manage and supervise the project team: Senior Technical Specialist (AMU/AMC), Senior Surveillance Specialist, Technical Advisor (Clinical Microbiology) and Procurement and Supply Chain Management Specialist
  • Support the team to ensure appropriate levels of technical assistance from FHI 360 HQ and regional offices is acquired in timely manner, and to ensure CG2’s technical quality, expertise and contributions is shared widely with HQ, donors, Government and collaborating partners
  • Critically assess needs and requirements from all stakeholders involved to suggest pragmatic responses
  • Keep updated on state-of-the-art global technical advancements in public health, infectious disease, AMR/AMU and global health security
  • Facilitate and ensure supportive supervision and monitoring are regularly planned and implemented and ensure issues and actions identified from the supervision visits are shared and addressed in time
  • Work with relevant CG2 and FHI 360 staff for communications and public relations to coordinate publications, documentation and dissemination of CG2’s activities, successes, good practices and lessons learned
  • Ensure effective management and monitoring of program through field visits, regular CG2 program and technical team meetings, reporting out meetings, and annual and quarterly work plan meetings
  • Coordinate all programme activities and facilitate coordination and collaboration on the programme with national stakeholders and donors to ensure country ownership and alignment 
  • Perform other CG2-related duties as assigned by the FHI 360 Nepal Country Representative

  • Qualifications

    • Senior public health professional with master’s in public health, medical science or microbiology and at least 8-10 years’ experience in one or a combination of the following areas: AMR/AMU surveillance, infectious disease surveillance, health system strengthening, public health or clinical microbiology
    • Experience working in a senior position of a major international development project is required.
    • Experience working with government particularly MOHP, MOALD and international non-governmental organizations, or bi- and multi-lateral agencies or UN agencies will be an asset
    • Ability to communicate and coordinate with government, and national and international non-government stakeholders, and UN agencies
    • Ability to work efficiently and effectively in an ICT environment
    • Strong coordination, communication, and interpersonal aptitudes
    • Fluency in English and Nepali
    • Sensitivity to cultural differences and understanding of the ethical issues surrounding research and surveillance.
    • Local nationals are preferred
